Update: I recently read that Spittlebugs are known to spread a plant pathogen, Xylella fastidiosa to certain species of plants. Please do your own research to prevent disease infestation in your garden. Thank you. They can be sprayed off with a blast of water. The mass of frothy spittle or cuckoo spit is produced by spittlebug (froghopper) nymphs when they feed. This keeps them from becoming dehydrated and protect them from predators. The nymphs suck plant juices, but don’t cause a lot of damage to plants.
